The 33rd is not a borough
London has 32 boroughs, and then it has the City of London, which is none of them. The City is the square mile at the centre, governed by the City of London Corporation, an institution older than Parliament and the only local authority in England with its own police force and its own ancient wards.
Twelve boroughs are designated Inner London and twenty Outer London, a distinction that still affects some funding formulas and pay bands. The boroughs were created in 1965 and their boundaries have barely moved since, though ward boundaries inside them are revised regularly.
